Only ZIP code 80120 is completely within Littleton city limits. 80121 is partially within. 80122 through 80130 are partially or completely outside the city, in Arapahoe, Douglas and Jefferson counties.

Why this costs people money

Littleton Policy #24-001 only governs work inside city limits. If your house has a Littleton address but sits in unincorporated Arapahoe County, Douglas County or Jefferson County, a different building department issues your permit, charges a different fee, and schedules inspections on its own system.

The failure mode is predictable. A contractor assumes “Littleton address means Littleton permit,” applies to the wrong authority, and the job stalls. Or worse, they skip the permit entirely because they could not work out who to ask.

How to find out which one you are in

Check your property tax statement. It names the county and any municipality you pay to.
If you are in the City of Littleton, your permit goes through eTRAKiT, and the Permit Center is on 303-795-3751.
If you are not, your county or town building department handles it, under its own adopted codes.
Ask any contractor bidding your roof which authority they intend to pull from. If they cannot answer, that tells you something.
