An outsourced building department
Morrison contracts with Charles Abbott Associates, Inc. to ensure town codes are enforced and work is approved for occupancy on residential and commercial properties. Permit applications go through the Town of Morrison, but review and inspection are performed by the contracted firm rather than town staff.
This is genuinely unusual among the fifteen authorities we work under, and it is not a criticism. Morrison is a very small town, and running a full building department with plan reviewers and inspectors on staff is not proportionate to the volume of work.
What it changes is practical rather than technical:
- The reviewer is not down the corridor from the clerk. Questions route through the contracted firm, which adds a step compared with ringing a city permit desk.
- Inspection scheduling follows the contractor's coverage, not a town office's opening hours.
- Institutional memory sits with the firm. If a property has permit history, it lives in their system.
None of that is a problem if your roofer knows it going in. It is a week of confusion if they turn up expecting a municipal permit counter.
What we will not claim about Morrison
Littleton publishes Policy 24-001. Jefferson County publishes re-roofing requirements. Douglas County publishes roofing permit pages. For Morrison, we have not found an equivalent published document setting out fastening, underlayment, inspection sequence or wind criteria.

Jefferson County requires drip edge at eaves and gables for work under its own jurisdiction, and the gable requirement exists precisely because a rake edge without it is where wind gets under the first course.
Wildfire interface
Properties in the foothills can fall within a designated Wildland Urban Interface hazard area, bringing additional requirements around covering class and assembly. Establish this before choosing a material, not after.
Snow and exposure
Elevation changes snow loading and the freeze-thaw pattern. A roof a few hundred feet higher than one on the plains sheds and holds snow differently, and ice damming behaves differently with it.
Access
Steep lots, narrow approaches and limited places to put a dumpster are ordinary here. It is a real cost factor rather than an excuse, and an honest quote reflects it up front rather than discovering it on day one.
