The underlayment rule that changes the whole quote
Cherry Hills Village requires ice barrier in place of standard underlayment, not merely at the eaves, because of the Village's ice-damming history. A mid-roof inspection is mandatory on every reroof, and the Village issues no contractor licenses at all.
Almost every jurisdiction around here requires ice barrier somewhere. Littleton requires it at the eaves of conditioned structures, two feet inside the exterior wall line. Jefferson County requires it for a list of covering types. Douglas County requires it only above 7,000 feet. Lone Tree says it is not required at all.
Cherry Hills Village goes furthest: the barrier replaces the standard underlayment across the roof.
This is not a detail. Self-adhering ice barrier costs substantially more per square than synthetic underlayment, and covering a whole roof in it rather than a strip at the eaves is a different order of material cost. A quote that has not accounted for it is not a quote for your roof.

No license means the vetting is yours
The Village does not issue contractor licenses. Only electrical contractors register.
It is easy to read that as lax, but it is better understood as a different model: the Village controls quality through the permit and the inspections rather than through the paperwork at the front end. The mid-roof inspection is mandatory here precisely because nobody vetted the contractor beforehand.
What it means for you as a homeowner is that the most useful question has no local answer. So ask a different one:
- Which jurisdictions do you hold a license in? Littleton D-5, Englewood D-2, Arapahoe County ICC Class A, Jefferson County — any of these means somebody has checked their credentials.
- Can I see the certificate? Licenses carry expiry dates. Littleton's run to December 31 annually.
- Who carries the insurance, and for how much? Arapahoe County and Littleton both require $1,000,000 per occurrence and $2,000,000 aggregate. Nobody is checking that here, so check it yourself.
The mid-roof hold point
Cherry Hills Village requires inspections at two stages: a mid-roof inspection after underlayment is installed but before it is completely covered, and a final inspection when the roof is finished.
Given the underlayment rule, this inspection is doing real work. It is the one opportunity anyone has to confirm that ice barrier actually went down across the roof rather than a strip at the eaves with synthetic above it. Once the covering is on, nobody can tell.
That is worth sitting with. The most expensive requirement in the specification is also the one that becomes invisible the moment the shingles go on, which is exactly why the Village inspects it.
The housing here
Cherry Hills Village is low-density and large-lot, with substantial homes on mature properties. Roofs tend to be big, complex and often tile or heavy architectural shingle rather than standard three-tab territory.
Practically that means:
- Complexity drives the price more than area does. Multiple planes, valleys, dormers, chimneys and skylights each need detailing, and that is where leaks begin.
- Mature trees mean debris in valleys and gutters, and overhanging limbs abrading the covering.
- Tile reuse is a live question. Where tile is involved, existing tiles can sometimes be reused if the manufacturer permits it and the warranty survives. That is worth establishing before anyone quotes a full replacement.
